Green card: documents after winning the lottery

Hello, I have a couple of questions about the required documents:

1. The police report should be from the police authorities of that locality. However I lived in France in 2 different cities, and the police report are ALL centralized. I am afraid I can only provide 1 the day of the interview. Is it a problem? Anybody had a similar experience?

2. All the documents needs to be translated. Where and who can translate officially documents? Is any native american do this and be official?

3. I have an engineering degree in France. Should I show them only my high school diploma? only my engineering diploma? both? I am afraid that they don't see foreign engineering schools as US accredited and reject my diploma transcript.

4. Is it possible to obtain official transcript from the French consulate in the US instead of sending important documents in France to have a family member doing it?
